    Accessibility and Development in Peripheral Regions. The Case for Beira Interior

    Beira Interior is a Portuguese region located at the centre of Portugal, close to the Spanish border, and traditionally seen as a strongly peripheral region. In the last years the decrease in population and weaknesses of the industrial park have been justified on basis of shortness and/or lack of quality in transport infrastructure. In order to evaluate whether there is in fact a case in favour of infrastructure shortage we have developed a methodology that would allow us to identify the accessibility gains in the recent past, the ones foreseeable in the usually adopted planning periods and the ones possible in a asymptotic scenario of strong generalised accessibility, enabling this way to make explicit identification of the gains already achieved and the ones still possible. The evolution of values of the studied region was compared with the corresponding values in the region Litoral Centro – the region that was also used as benchmark in a previous consultation process to industrial key informants operating in Beira Interior. This thematic is extremely important for the region and for the country since the conclusions obtained will enable a better supported discussion on additional investment in transport infrastructure.

    Technological developments and environmental concerns are among several reasons that are bringing up once again the concept of new air transportation vehicles like the airships. Nowadays airships have several applications such as: heavy cargo and point-to-point transportation, advertising, observation, patrolling and monitoring, research, and tourism. This work examines the technological improvements in this particular sector of aviation and shows the feasibility of airships in certain market niches.     We exactly compute the partition function for U(2)k×U(2)−kU(2)_k\times U(2)_{-k} ABJM theory on S3\mathbb S^3 deformed by mass mm and Fayet-Iliopoulos parameter ζ\zeta . For k=1,2k=1,2, the partition function has an infinite number of Lee-Yang zeros.     The Challenges of Strategic Human Resources Management in Southeast Asian Universities

    Nowadays the Higher Education Institutions face major challenges in its development. Demanding from different actors and the orientation of the research, more oriented to innovation and value creation, request news capacities to answer to that. Southeast Asia shows a strong economic growth with a large increase in GDP and a growing improvement in the position of The Human Development Index promoted by United Nations. This reality creates a different pressure on the higher education institutions in southeast Asia that requires a change in the universities, in the way they implement the mission and in the requested capacities, specially the human resources capacities. In this way, a new paradigm and model of human resources management for southeast higher education institutions need be developed to create the conditions to answer to this new reality, where the main analysis variables will be talent, performance, motivation and retention, coaching, cross cultural, integrity and permanent adaptability and flexibility. The main objective of this communication is to reflect and contextualize in terms of theoretical models where we find the assumptions for the implementation of strategic human resources management for southeast Asian universities. What kind of profile is request for the staff in this new reality? What we need to change in human resources management? How can this change be implemented? What HRM tools are most relevant to this reality?
